If you plan to submit an application for an annexation, detachment, or reorganization of a local agency(ies), this page has all the documents you will need. The best place to begin is by reading “Boundary Change Processing Procedures”. The Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000 (Gov Code §§56000 et seq) guides boundary change procedures.
